What is the recommended time frame to register our foreign worker(s) for medical examination?
The guidelines by the Immigration Department stipulate that employers must make preparations to renew the work permits of their workers 3 months before their expiry.
We strongly advise employers to follow the Immigration Department’s guideline to avoid unnecessary inconvenience due to last minute registration. We also wish to caution employers that they may be subject to compound/fine by Immigration Department for late renewals.
Can TEGUH NIAGAMAJU direct or instruct which doctor we should choose?
No. It is the prerogative of employers to choose their own doctor for their foreign workers’ for medical examination. To facilitate the selection by employers, detailed listings of the panel of registered doctors are publicly displayed at all TEGUH NIAGAMAJU branches or at Doctor Availability page.
We stress that, TEGUH NIAGAMAJU staff must not be involved in the selection of doctor/clinics and are expected to give unbiased advice on clinic locations and availability, only when asked to do so. Employers are strongly encouraged to report any unethical behavior of our staff to our Management and we will take disciplinary actions against those found doing so.
If an employer provides a valid reason, TEGUH NIAGAMAJU can change the selected clinic to a new one of employer's choice. Please note, there will be an administrative fee of RM 20 per registration form, to enable such this change.
Why are reputable private hospitals not allowed to participate?
The decision to disallow private hospitals to carry out foreign workers' medical examination is covered under the guidelines set out by Kementerian Kesihatan Malaysia (KKM).
However, KKM permits any registered doctor of a private hospital to carry out medical examination on foreign workers if they are engaged by a private GP clinic as partner or locum to a clinic registered with TEGUH NIAGAMAJU.
Why can't TEGUH NIAGAMAJU transmit the results immediately after we have paid the registration fees at TEGUH NIAGAMAJU branches?
Foreign workers needs to undergo the mandatory medical examination at the chosen doctor’s clinic and x-ray center before the doctor can certify and submit the Foreign Worker’s results to TEGUH NIAGAMAJU.
We advise employers to start the process of medical examination early to avoid undesirable delay.
Why do TEGUH NIAGAMAJU registered doctors and x-ray centres insist on us presenting the original passport?
It is crucial for the purpose of verification of the identity of the foreign workers under this mandatory health-screening program. TEGUH NIAGAMAJU has detected attempts by irresponsible parties/employers using substitutes to undergo medical examination on behalf of unhealthy workers.
It is our standard operating procedure that doctors must not carry out the medical examination unless the identity of the foreign worker is ascertained.
This requirement is only for the first year of TEGUH NIAGAMAJU’s medical examination process. Subsequently, Foreign Workers only need to bring the TEGUH NIAGAMAJUHEALTH CARD. A facial verification will be done based on information retrieved from the Health Card and negates the need for original passport.
What is TEGUH NIAGAMAJUHEALTH CARD?
TEGUH NIAGAMAJUHEALTH CARD is our new innovation after listening to Employers’ concern of bringing original passports for medical examination for fear of Foreign Worker misplacing their passports and security reasons. Foreign Workers now only need to bring along their TEGUH NIAGAMAJUHEALTH CARD.
Verification of Foreign Workers’ identity has always been an issue and the main reason why original passports are required during medical examinations. TEGUH NIAGAMAJUHEALTH CARD is a secure solution to the verification process of Foreign Workers’ identity. TEGUH NIAGAMAJUHEALTH CARD contains the image of the Foreign Worker which will be matched with their live face scan (during medical examination) to ascertain their identity.
How can I get TEGUH NIAGAMAJU HEALTH CARD for my Foreign Worker?
We will need the Employer to go to our office to apply. Please bring along the Foreign Worker original passport so we can scan the Foreign Worker’s photo (as per their passport). A one-time fee of RM 15 will be charged.
We are disappointed that your panel of doctors cannot expedite the medical examination and can only carry out a limited number of examinations.
We wish to explain that a doctor is physically only capable of carrying out a limited number of medical examinations per day. As a guide, a through medical examination based on our standard format of medical examination takes about 15 minutes to complete.
Therefore, we advise employers to make an appointment with the doctor concerned to schedule the medical examination of their workers if they intend to bring a large number of workers.
Our foreign worker's medical status at TEGUH NIAGAMAJU is shown as UNSUITABLE while our doctor has personally confirmed to us that he has certified our worker as SUITABLE. What is the explanation?
This can happen when either the x-ray findings or the laboratory's test results or both have shown abnormalities and these concerned have transmitted their findings accordingly. Despite the findings of abnormalities by x-ray clinic or laboratory, your chosen doctor had certified your worker SUITABLE.
In such a situation of inconsistencies, our system of monitoring automatically detects them and upon our investigation (and based on criteria set by the KKM), the worker's status will be amended to UNSUITABLE. An example would be where the laboratory test detected the presence of hepatitis B antigen but the doctor chooses to transmit the certification as SUITABLE.
This is the essence of the health-screening program under our system, to detect and prevent inconsistencies or likely abuses.
Why does TEGUH NIAGAMAJU certify my workers UNSUITABLE when our own specialist doctor, after repeating the examinations, confirms that my workers are fit to work?
The medical examination under TEGUH NIAGAMAJU is a screening program and not diagnostic/confirmatory in nature. The criteria used for certification of foreign workers' health status are determined by the KKM and TEGUH NIAGAMAJU adheres strictly to them. Doctors who are not TEGUH NIAGAMAJU panel for the foreign workers' health-screening program may not be aware of the criteria for Foreign Worker health certification and their findings, can only be accepted as opinions and will not impact our original findings.
If Employers are not satisfied with our certification, Employers can always file for an appeal review of the Foreign Worker’s certification, subjected to our appeal SOP guidelines.
Can we also select the x-ray clinic of our choice?
When the employers choose the registered doctor, the x-ray facility has already been pre-assigned to that doctor as indicated in the TEGUH NIAGAMAJU Registration Form.
The x-ray clinics are assigned to the doctors when they register with TEGUH NIAGAMAJU, based on criteria set by the KKM taking into account the independence of operation and the integrity necessary under this annual mandatory health-screening program.
When will the medical status of my Foreign Workers be available at the Immigration Department?
Under normal circumstances, TEGUH NIAGAMAJU will be able to transmit the certification of the medical status to the Immigration Department Headquarters within 7 (seven) workings days from the date of transmission by the doctor.
(Please note that it is not from the date of registration with TEGUH NIAGAMAJU).
Why is our workers' status not available at the Immigration Department when TEGUH NIAGAMAJU had confirmed to us that the medical status had been transmitted?
TEGUH NIAGAMAJU can only transmit the medical status of Foreign Workers to the Immigration Department Headquarters' database, in Putrajaya. The medical status will then be made available to Sabah Immigration Department branches.
On some occassions, a time lapse may arise when Internet connectivity is affected and may result in a little delay. In such situations, you can always seek TEGUH NIAGAMAJU's assistance, should there be urgency.
We were told that our workers’ medical status is no longer available (or expired) at the Immigration Department. Please explain.
The medical status of foreign workers is only available for 3 months at the Immigration Department from the date of medical examination. Any delay on Employers part to complete the Foreign Worker’s PLKS renewal during this period may result in the Foreign Worker’s status being no longer available in Immigration system, and Employer needs to re-register for medical examination.

We think the medical examination fee of RM 175 and RM 185 for male and female respectively is high. Can it be reduced?
The fee was previously RM 190 and RM 200 for male and female respectively. That fee was determined by the Federal Government in 1997 based on the requirements of medical examination as stipulated by the KKM.
TEGUH NIAGAMAJU had reduced the fee to RM 175 and RM 185 for males and females respectively upon the advice of our Sabah Government and Ministry of Health and Peoples Wellbeing (KKKR) to help alleviate the burden of Employers in Sabah. We are happy to support our Sabah Government and hope this sincere gesture, will encourage Employers towards better compliance for their Foreign Workers mandatory health examination.
Why must Foreign Workers undergo medical examinations annually?
The frequency of the medical examination under the mandatory screening program has been determined by the Immigration Department. Furthermore, medical examination, in principle, is only valid for a limited period of time.
Certain diseases may be in remission or inactive during the previous examination and may relapse or reactivate, at a later time. Also, some diseases can also be newly acquired which is not detected in the last examination.
Why must we go through TEGUH NIAGAMAJU?
Sabah Government, and specifically, Ministry of Health and Peoples Wellbeing (KKKR) have appointed TEGUH NIAGAMAJU as an independent agency to monitor and supervise this mandatory health-screening program.
The system of monitoring and surveillance is tailored to ensure the quality and integrity of the medical examination and to prevent likely abuses or fraudulent practices by unethical parties in the medical examination of Foreign Workers.
In addition, the Government is able to access timely, centralised and nationwide information on the foreign workers' health status for appropriate actions. It is a centralised process to facilitate and coordinate the renewal of work permits.
If I have terminated my worker, can I get a refund on TEGUH NIAGAMAJU registration fee?
Yes, you are allowed a refund. However, an administrative charge of RM 30 will be deducted from your registration fee (RM 175 or RM 185). Please also be reminded that you have to fill in and submit a form to our branch office. Please attach all required documentations to support why your worker is not undergoing the medical examination as per the checklist in the form.
